Plaintiff taken out Chamber Summons for substitute service of
writ of summons by way of paper publication in two local newspaper
one in Hindi and another is English in circulation in local area at Patna
District Bihar State. However, failed to mention the names of local
newspapers which is circulated in the area at Patna District Bihar State.
Absence of name of local papers in the state of Bihar then it is very
difficult to sent the writ of summons of publication and therefore, I
proceed to pass following order.
