I am of the opinion that notice u/s 354 (a) of MCGM Act is challenged in the suit by the plaintiff. Whereas it would not be suffice the purpose without passing speaking order. It is indeed necessary to pass speaking order by considering the reply alongwith document at the instance of plaintiff.
Hence I pass the following order -
ORDER
1.      Defendant/Corporation is hereby directed to pass speaking order on merit considering reply alongwith documents submitted by the plaintiff preferably within two weeks.
