It is submit by counsel for the complainant that as
per ATR, no jurisdiction is made out, however, he has stated that
the EO has overlooked Para 29 of the complaint whereby the
transaction was initiated at his residence which is within the
jurisdiction of PS-New Usmanpur and part of the transaction
concerning the crime has been committed within the jurisdiction
of PS-New Usmanpur.
The ATR is silent qua any inquiry carried out by the
EO and simply says that property is out of jurisdiction of PS-
New Usmanpur, which itself shows that no inquiry has been
carried out by the EO or that he has never gone through the
contents of the complaint despite joining the complainant in the
inquiry.
Fresh notice to SHO to file detailed and complete
inquiry report by NDOH.
