Matter is fixed for filing report of FSL and also for
consideration on charge.
IO was also called upon.
Today on calling the case, Inspector Karamveer Singh has
appeared before the Court, but he has not filed the report of FSL and
submits that postmortem report reveals about the cause of death as
Asphyxia as a result of antemortem ligature hanging. He further submits
that report of Viscera is pending before the FSL and no tentative date is
given by the FSL for providing the report.
It is admitted by the Inspector Karamveer Singh that no DO
letter is written. He further admitted that he did not bring this fact to the
notice of DCP that the report of viscera is still pending.
It appears that the IO and SHO are negligent persons. They did
not bring the fact to the notice of DCP that the report of viscera is not
received by the FSL and in view of the same, DCP has not written any DO
letter to the FSL.

IO has also told that only two months before from today, he sent the
viscera to the FSL. For the reasons best known to the IO he has caused
delay in sending viscera.
In view of the same, DCP, North-East is requested to do the
needful. He is also called upon for the next date of hearing.
Sh. Pankaj Sharma and Sh. Shoaib, Ld. Counsels for the
complainant have filed protest petition/objection, but they failed to supply
the copies thereof to the IO or to the accused.
Ld. Counsel for the complainant has submitted that they will
supply the copies to the Ld. Counsel for the accused and also to the IO
today itself against acknowledgment.
In view of the same, matter stands adjourned for filing reply to
the protest petition/objection, for filing report of FSL and also for
consideration on charge.
To come up on 25.09.2023.
IO, SHO and ACP who had forwarded the chargesheet are
also called upon.
DCP, North-East is also called upon.
Attested copy of this order be sent to the DCP.
