IOs namely Insp. Bhagwan Singh, Insp. Anand Prakash
and Insp. Ranvir Singh are present.
I have heard Ld. Chief P.P. for the State and perused the
case file including statements of witnesses and FSL report.
Briefly stated, the facts of the present case are that the
complainant Sh. Naresh Kumar Aggarwal had approached Anti
Corruption Branch with handwritten complaint dated 31.08.2021
regarding demand of bribe of Rs.18,000/- by one Manoj Kumar
Solanki, Food and Supply Officer (FSO), Circle No. 46 of Food and
Supply Department, Govt. of NCT, Delhi. In the said complaint, he
alleged that he was running a government ration shop at Village
Mehrauli, New Delhi and since June 2021, said Manoj Kumar Solanki
had been demanding a bribe of Rs.6,000/- from each fair price shop in
his Circle and when the complainant refused to pay the same, said
Manoj Kumar Solanki allegedly threatened him with dire consequences
and of being implicated in false cases. On 31.08.2021, the complainant
was allegedly again asked to pay Rs.18,000/- towards bribe for June-
August, 2021.
On the basis of aforesaid complaint, a trap was laid down
by ACB officials and said Manoj Kumar Solanki was caught red handed
on 31.08.2021 from Food and Supply Office, Circle No. 46, Qutub
Institutional Area, falling within the jurisdiction of PS Kishan Garh,
Delhi, while he was demanding and accepting Rs.18,000/- from the
complainant. The bribe money of Rs.18,000/- coated with
Phenolphthalein Powder was recovered from right hand of accused
Manoj Kumar Solanki. Right hand wash was taken in colourless
solution of Sodium Carbonate, which turned pink. Accordingly, a case

was registered vide FIR No. 10/2021, u/s 7 Prevention of Corruption
Act in P.S. ACB. Accused Manoj Kumar Solanki was arrested on
31.08.2021.
During course of investigation, statement u/s 164 Cr.P.C.
of complainant was got recorded; the relevant exhibits of handwash of
accused were got deposited in FSL, Rohini, Delhi for examination and
after their examination, FSL report dated 13.01.2022 was received,
wherein it was opined that “on Chemical and TCL examination, exhibits
‘RHW-I’ was found to contain phenolphthalein and sodium carbonate”.
Thereafter, the prosecution sanction u/s 19 of PC Act was accorded by
Sanctioning Authority against accused Manoj Kumar Solanki. After
completion of investigation present charge sheet was filed before this
court.
In view of the investigation conducted, the statements of
witnesses, more particularly that of complainant Sh. Naresh Kumar
Aggarwal and Sh. Satyapal Tawar, FSL report, sanction u/s 19 of PC
Act and other material available on record, I take cognizance of the
offence u/s 7 of Prevention of Corruption Act, 1988 against the accused
Manoj Kumar Solanki.
As per the chargesheet, accused Manoj Kumar Solanki is
on Court bail in this case. Hence, the accused be summoned for the next
date of hearing.
List the case for appearance of accused on 19.02.2026.
