This an application u/s 483 BNSS seeking regular
bail, filed by applicant/accused Dr. Vatsala Aggarwal.

applicant/accused.

Reply to the bail petition filed. Copy supplied.
A bare perusal of reply filed today, would reveal that
same is completely silent as regards the averments made in the Para
No. 15 of the bail petition. Further, the said reply is also found silent as
regards the documents appearing at Page Nos. 53 to 56 of the bail
petition.
Further, Ld. PP for State, on instructions from IO, seeks
some time for filing additional reply on the ground that report of
Financial Intelligence Unit (FIU) has been received today only and is
required to be analyzed/looked into by the IO. IO has also filed written
request before the Court in this regard.
Considering the aforesaid submissions made and in the
interest of justice, request is allowed. Let additional reply to bail
petition, on the aspects including the relevant averments made in the
bail petition for which reply filed today is silent, be filed by next date
of hearing.
IO has informed the Court that applicant/accused is
presently lodged in Central Jail No. 6, Tihar Jail, Delhi. Let detailed

report be also called from concerned Superintendent, Central Jail No.
6, Tihar Jail, Delhi, on the following points :-
(i) Whether the instances as alleged in Para Nos. 15.1
and 15.2 of the bail petition, occurred on the relevant dates as
mentioned therein, or not ?
(ii) In case reply to Point No. (i) is in affirmative, furnish
written explanation for not intimating the Court about the said
instances.
(iii) Specify the details of medical treatment, if any,
provided to accused/UTP Dr. Vatsala Aggarwal during her period of
judicial custody, more particularly since after 07.07.2026 till date; and
to submit attested copies of her medical treatment record in that regard.
(iv) What is the present medical condition of
accused/UTP Dr. Vatsala Aggarwal; and whether any medical
treatment is still being provided to her and if so, then the nature of such
medical treatment be also specified in the report ?
Copy of bail petition of accused/UTP Dr. Vatsala
Aggarwal, be also sent alongwith notice to the concerned Jail
Superintendent, with direction to submit the report on the aforesaid
points, alongwith requisite documents, positively by 13.08.2026.
Put up on 14.08.2026 at 02:00 pm for report of
concerned Jail Superintendent, additional reply, if any, by IO, and for
arguments on the bail petition.
