STATE Vs. JAGDISH CHANDER
(ABSCONDER)
FIR NO. : 205/2013
PS : Parliament Street
26.12.2025
Proceedings have been conducted through Video
Conferencing via CISCO Webex Platform, in view of Order no. D.R.
(Spl.Judges)/RADC/Gaz./2025/25426-25511/C dated 17.12.2025,
issued by Ld. Principal & District & Sessions Judge-cum-Special Judge
(PC Act)(CBI), RADC, New Delhi and pursuant to Circular no.
1465/Estt.-II/E.V/DHC dated 16.12.2025, issued by Hon’ble High
Court of Delhi.
Present : Sh. Lalit Pingolia, Ld. Substitute Addl. PP for State.
Accused Jagdish Chander (A-1) is already declared
absconder, vide order dated 27.03.2018.
IO/ACP Vishesh Dhatterwal is present.
Heard. File perused.
IO/ACP Vishesh Dhatterwal has filed status report,
which is duly forwarded by concerned DCP, New Delhi District,
wherein it is stated that investigation on certain issues is yet to be
carried out and same is under progress.
During the course of submissions, IO/ACP Vishesh
Dhaterwal has submitted that he has recently taken over further
investigation of the case after joining as ACP, Parliament Street and he
also needs to discuss the matter with previous IO/ACP (Retd.) Ajay
Kumar. He has assured the Court that investigation shall be expedited
in this matter and proper proceedings including extradition
proceedings, shall be carried out qua accused Jagidsh Chander who is
already declared absconder, vide order dated 27.03.2018.
In the last order dated 05.12.2025, this Court has already
expressed its serious concern about the pace at which investigation of
this case is being carried out. This is more so when the present matter

is shown to have been investigated by a police officer of the rank of
ACP. Needless to mention here that FIR in question was registered in
the year 2013 and despite expiry of about 12 years or so, the
investigation has not yet reached to its logical conclusion. Same is not
only a matter of serious concern, but also points out towards slackness
and lethargic conduct on the part of Investigating Agency, which is
highly deplorable and thus, not only needs to be checked, but is also
required to be looked into by the Senior Officers of police department.
Be that as it may, keeping in view the aforesaid
assurance given by IO/ACP Vishesh Dhatterwal that investigation shall
be expedited for which he has sought at least two months’ time period,
the Court is refraining itself from making any further observation at this
stage under the hope and belief that henceforth, investigation of this
case shall be carried out in swift, fair and independent manner.
IO is directed to file detailed status report regarding
progress, if any, made in further investigation being carried qua accused
persons namely Vivek Angara and Sanjay Sunder Mechery, as also
about the steps, if any, taken by Investigating Agency to secure the
presence of accused Jagdish Chander, on nex date of hearing. Such
report shall be duly forwarded by concerned DCP.
Put up on 28.02.2026.
