Surender Singh Fonia, a member of Consumer Dispute
Redressal Forum, Qutub Institutional Area, Mehrauli, Delhi was
apprehended red handed in a raid conducted on 07.09.2016 when he
demanded and obtained bribe amount of Rs. 50,000/- from the
complainant Vinod Negi in presence of Panch Witness Pradeep Kumar
Kheda. His hand wash and his pocket of pant wash were taken which
were sent to the FSL. FSL result dated 31.01.2018 confirmed presence of
Phenolphthalein powder and sodium carbonate on the sample hand wash
and pocket wash of accused. Prior to that day, on various dates accused
had demanded bribe from the complainant. Initially, amount demanded
was Rs. 1 Lakh which was subsequently reduced to Rs. 50,000/-.
The complainant also audio recorded the telephonic
conversation between the accused and himself and a copy of that
recording was submitted to the investigating agency. Voice sample of
accused and the complainant were collected during investigation and the
FSL confirmed the sample voice of the accused and the complainant to

be matching with the audio recording in question, vide FSL result dated
18.02.2019.
Sanction U/s 19 of POC Act against the accused has been
obtained dated 17.06.2021 from the competent authority and it has been
placed on record.
Accordingly, there are sufficient material to take cognizance
U/s 7 & 13 of POC Act, 1988. Cognizance for these offences taken.
Sole accused Surender Singh Fonia is on bail.
Issue summons to the accused and notice to his surety to
produce the accused on the next date of hearing.
