As mentioned above, A2 M. K. Gupta is on anticipatory bail,
whereas A3 S. S. Negi and A4 H. V. Madan have been chargesheeted without
arrest. Since the investigation is complete, chargesheet has been filed and no
useful purpose would be served by keeping these accused persons in custody,
and there is no reasonable apprehension of these accused who are retired
government servants fleeing from justice, and the evidence is documentary in
nature, all three of them i.e. A2 M. K. Gupta, A3 S. S. Negi and A4 H. V.
Madan are admitted to regular bail upon furnishing personal bond / surety
bond in the sum of Rs. 25,000/- each with one surety each in the like amount.
