It appears that the JD has chosen to impute blame on
an Officer who is on the lowest rung on the ladder and the
counsels, it could not be an overstatement to call them
scapegoats.
Having heard the submissions and having perused
the record, I deem appropriate to waive off the cost imposed vide
order dated 02.05.2024.
Before proceeding further, I deem appropriate to call
upon the Deputy Secretary, Evacuee Property, Land and Building
Department, GNCTD, he is directed to remain present in person
on the next date of hearing.

Both the parties are at liberty to file written
submissions, not exceeding 3 pages, at least 3 days before the
