nowhere reveals as to how SI Arti Jha arrived at the conclusion that
the dispute was civil in nature, when there are categorical allegations
of vandalism of the library in question. Nothing has been placed on
record to show that the dispute was only a tenant landlord dispute and
pertained only to non payment of rent. Enquiry Officer to file an
updated/fresh report on the next date. SHO to personally monitor the
Enquiry in the present matter. Copy of this order be sent to the
